A carbon tax in China

Remarkable news emerging from China: a nationwide carbon tax.

Some reactions from the Atlantic, the Dancing the Revolution blog, and Slate. Some commentary suggests that: tax is small, it's not really a carbon tax (but an environmental impacts tax), and that the costs would be largely borne by consumers in the developing world. These don't really seem like criticisms, though they seem to have been sometimes couched that way.
